"Simon put out his hand, timidly, to touch Ralph; but Ralph started to run, splashing through the shallow end of the bathing pool, accross the hot, white sand and under the palms." pg. 67
Throughout the whole novel Simon is a character that has a very shy personality and doesn't take as much risks as the other boys in the book. He is the complete opposite of many of the other male characters, instead of bullying the younger kids or being influenced by the savagery from the other characters he represents the smallest bit of good human nature throughout the book.

"He could see a whiteness in the gloom near him so he grabbed it from Maurice and blew it as loudly as he could. The assembly was shocked into silence. Simon was close to him, laying hands on the conch. Simon felt a perolous necessity to speak; but to speak in assembly was a terrible thing to him." pg. 88-89
In this passage you can clearly see how Simon does not have the best qualities for a leader. To be a leader you have to take risks, be honest, you have to know how to delegate, etc. and Simon could barely talk and express his thoughts infront of a group of twelve year old boys, which means he wouldn't have been the best person for Ralph's job.

"He sighed. Other people could stand up and speak to an assemby, apparently, without that dreadful feeling of the pressure of personality; could say what they would as though they were speaking to only one person." pg. 103
This quotes demonstrates how disappointed Simon was with himself when he didn't stand up to speak in the assembly, which affected him a lot because he was not able to express his ideas and suggestions.
